I have the honour to request you to inform me if the Government of Hong Kong have made any increase to their Pensioners, as I have been informed that such is the case.
If such however is not the case, I request you to forward this application that the same may be considered.
Previous to the war, I could live comfortably on my pension. I regret to say that now I am running into financial difficulties, owing to the increased cost of living and also illness.
I have the honour to be,
Sir,
Your most obedient servant,
Howell,
late First Bailiff of the Supreme Court of Hong Kong.
Secretary of State for the Colonies,
Downing Street,
London.
